These are not new alien bodies, they were "discovered" a few years ago. It was pretty big in the UFO community back then.
I think the consensus has been, for a while, that the bigger bodies are actual mummies that have been altered to make them look more alien-like and that the small ones are just bones and hair and whatnot glued together.
For a very long time the people holding these mummies have refused to really give them to the government for proper testing, under the guise of a conspiracy to hide the aliens. But they also, despite what they've said about openness, refused to really let anyone corroborate the findings. So yeah, it's most likely bogus.
But this was a public hearing. It's basically just a presentation that's done to congress. It has no real legal implications, though maybe some congresspeople might end up drafting a law because of it.
Also, at some point there's some links to the DNA sequencing of the alien:

Here's the one I bothered to check. I haven't really done this kind of stuff in a long while so I'm not sure what the quality of the data is. But seeing as there are no peer-reviewed papers on the subject... well, it doesn't bode well. In the past this scientist also "confirmed" a supposedly "fairy" that was found. Of course, it wasn't so.
