Microservices are not a solution to the problem you describe. Nothing in your problem description requires the micro part. Microservices are about splitting the application into very fine-grained sub-applications. It's not about modularity in general, it's about making things as modular as possible (up to one function per service). That's why they are micro. Otherwise we'd just call them "services" and nobody would have any problem with that.
