The Russian government has been slowly moving everything to the homegrown VLIW architecture known as Elbrus or e2k. Not sure how the sanctions affected this, considering that the high-end implementations (28nm iirc) were being manufactured at TSMC, with only the low-end ones (90nm) manufactured locally.
