Not really bait just a fair deal. A free browser faster than the rest in exchange for some data on your browsing behavior that you can opt out of is a very good deal. Perhaps a competitor could arise but if they offered a comparable browser it wouldn't make business sense for it to be free unless they also were selling your browsing data. The man hours to create and keep chrome ahead of the game is significant on top of the need to offer very large bounties for sandbox escapes to minimize security risk to users.
