I don't see why California should not be able to pass such a law? It'd be a really dumb law but the constitution does not try to forbid bad overly onerous laws

I don't see why California should not be able to pass such a law? It'd be a really dumb law but the constitution does not try to forbid bad overly onerous laws as long as they aren't specifically targeted at one person.
