I use bios to boot my system and Windows tells me I don't meet the hardware requirements (because I don't use UEFI/secure boot). That completely stops any messages bugging me to upgrade. I just think that the message is quite misleading, because it certainly can run on my hardware. I just need to reformat my drive and activate the TPM. Some people might be inclined to really buy new hardware...
