Interesting read. Having worked in the public sector, I know how averse to building in house tech teams they can be, and that the budget, despite popular perception, is always tight.
So very much well done to the author for the decisions made within tight organisational constraints. As a consumer of uses that site for text and audio on a regular basis for years, it's always been rock solid, kudos.

Non-technical people, high up the food chain, trying to make technical decisions are easy pickings for commercial, proprietary software sale people. The promise is always that the commercial vendor will take care of everything and the public sector executive need not worry about a thing. Other times you get technical leadership that can generally see through the bullshit.
