The map in the article may be a bit out of date. For instance, the north-wise road from Nairobi through Isiolo in the center to Moyale (on the Kenya-Ethiopia border in the North) is marked as unpaved, but construction on it has been completed for a few years now. It was part of a push to improve connectivity in Northern Kenya, a region that has been historically neglected.
Most of these roads make sense in improving transport systems between cities in the countries, even without the Pan-African aspect. They are rarely sold internally as part of this trans African highway. The Kenyan segments for instance all make sense to join towns in the West and North of the country to Nairobi, and further to Mombasa at the coast. There also has been a push over the last few years to build a new road + rail transport corridor from the border with South Sudan & smaller towns in Northern Kenya to a new port in Lamu.
