I can't speak for everyone, but technologies like WireGuard, Tailscale, and Nebula are not merely VPN solutions. They're SDN solutions that incorporate VPN capabilities, WireGuard (and thus Tailscale... in most cases) being unique that they're incorporated at the kernel level.
