I think cults cannot be dissolved without force. They always seem to find a loophole on the legal text.

  The problem is that you cannot legally ban cults without banning established religion or creating a state religion. In fact, the key difference between a cult and an established religion is public and government recognition.

    Yes, and even if you do ban the religion itself you can’t ban people from gathering and discussing ideas. The only way I can think of is biased force.
