Ineffectual and counterproductive to operational readiness. The only thing that can protect aircraft completely would be hardened bunkers, but even a simple hangar might be better than what is likely an arbitrary order from a Russian officer. They just helped Ukraine by tying up their bombers on the ground and covering them in what is essentially solid rocket fuel. Light one tire, and nothing will be able to stop the inferno. All Ukrainian forces have to do now is deliver incendiary payloads such as white phosphorus, magnesium, or thermite.

Getting back to Russia and maintenance.
