Actually no. Pre war Russian propaganda was 100% sowing doubt, even internally. However now that they need to motivate ppl to fight it has started to move back to Soviet style propaganda which promotes a consistent false narrative. Basically ppl who don’t believe anything won’t rebel against you. They also won’t fight for you.
