It would need to be either extremely small (Luxembourg, Andora, Iceland ?), have a very strong drive towards unity (South Arabia, North Korea ?) or be so poor/inhabitable that not much people movement ever happens. Otherwise any viable country that's not trying to kill anyone different from them will see a vast number of drastically different cultures coming in and staying for the long run.
