For the uninitiated, if NVidia refuse to make their modules GPL, and also cannot find a workaround, does this mean you cannot use their cards on (at least unmodified) future versions of Linux? Maybe NVidia could persuade end users to patch their kernel to get around this?

No this would simply require Nvidia to push more of their actual implementation into their shim code (which is required to be open sourced). So at worst it will force more complicated workaround solutions for Nvidia driver devs which could in turn cause more bugs for users.
