I've never seen an RV park that would allow you to take a powered spot without paying. Unless it is unstaffed, I don't think you'd get by with it. Doing so is trespassing and theft. I didn't see where he said that he did that, just that the power wasn't metered. TBH, even with that, I've seen RV parks that would refuse a paying EV customer for various reasons.
