Isn't road damage also dependent on the road design? To handle higher loads, I think the underlying materials are supposed to be thicker. Like the base sand and gravel under asphalt pavement. There is a road here in Atlanta that gets torn up by 18 wheelers, yet the highway can handle it just fine.
