Air traffic control is typically funded by charging airlines operating in their airspace a service fee. I don't know what the situation is in the UK but this isn't usually a public service funded by tax payers. Also, I am very skeptical that politicians anywhere will choose to allocate additional funding to air traffic control over virtually anything else.
