WSL is basically an attempt from Microsoft to avoid the encroachment of alternative Operating Systems in big corporations starting from the software development teams. As more and more corporations are using open source development tools instead of being tied to the Microsoft Eco-System, Microsoft decided that they needed to turn the experience for those developers less miserable, so those corporations could stay firmly entrenched on enterprise windows licensing contracts. Also, Azure didn't stand a chance if it was a Visual Studio only deployment destionation, so this is yet another reason to provide better compatibility for open source development tools in the windows desktop.
