Git users with complex login needs should use OIDC. In order to do "enterprise" hardware SSH credentials, you already have the rest of the "enterprise" "OIDC" (not really OIDC, but part of the sales meaning of it) infrastructure. I believe you can wire it up that way, and not deal with SSH agents at all.
