I actually think you're completely right. The sea is too big, and existing international fisheries laws, not to mention simple national border laws have been unable to prevent massively irresponsible over-exploitation (to the point of extinction) of the creatures of the ocean. It happened with Soviet Whaling fleets. It's happening with Chinese fishery fleets.
