hello, idk ... just use a system from a cheap provider of "real" server hardware, a la hetzner in germany, ovh in france or some similar provider in the area of your choice. but for hosting downloads: network-latency shouldn't be a big issue, so i would go for example with hetzner, because i know them already and they are dirt-cheap (not affiliated with them, just a happy customer since ~ 20 y ;) ad generating download-links: depending on your needs, either there are solutions available or it shouldn't be too much effort to implement a small web-app, which covers your use-case. btw. if you need (professional) help for all of this, drop me a mail ... br, t.
