IMO China does not want war with Taiwan, not at present, it doesn't feel ready for it at the very least. From what I can gather it would just prefer to keep the status quo as is. As far as secret labs to build semiconductors, if anything that argues against your theory. It's much more likely China wants to catch up re semiconductor industry and is likely using various methods that all countries developing their industry used, that now they've sufficiently developed themselves they strongly oppose, mainly in the IP realm
