Just a nitpick on the "half its power plants are offline" bit - Macron administration decided to finally retrofit a lot of the reactors and thus they've been offline during a critical time (with climate change - fueled heatwaves and Russia/Ukraine war). They likely decided for a drastic move since the legislature is no longer centrist majority. I don't think France's nuclear situation is as dire, but it does expose some of nuclear's weaknesses: need for fresh water, and maintenance (which was overdue).
