Most of the train companies in Tokyo have signs asking you to use "manner mode" (vibrate). Some also have signs asking you to be considerate and not have your headphone volume too loud because it can disturb others. However, my impression is that this is mostly advisory/social pressure and not actually a ban that has any consequences if broken.
