It is common/universal and also a symptom of something that is broken. (high crime, lack of enforcement)
- woodruffw 3y agoOthers have pointed out that even low crime societies (such as the Netherlands) regularly engage in this kind of small-scale deterrent behavior. (I have never met a cop who was even remotely interested in helping me recover a stolen bicycle.)
