However when it's become target with financial incentive, it ceases to be good measure, because everyone will try to optimize things to reach the target. Velocity (work complete / planned * 100%) should always be a measurement, because it can help to identify errors in workflow / team member, and prevent demotivation when they need to perform task outside their goal.
