It can be, with an act of Congress…

- vel0city 3y agoI'm not allowed to eat this candy bar. I wrote a sticky note that says I'm not allowed to eat it. Its not like I can just ignore or rewrite the sticky note whenever I want. Congress passing a law saying it can't do X doesn't mean they can't just come back a few years later and decide to remove that rule, assuming its not unconstitutional.
