There is a system already there today. People with certain passports/nationalities are afforded certain privileges. These do not apply to other people (which number in billions). The way the system work is that if you are not marked as a belonging individual, then you are not afforded rights. This system will simply extend to AI. Probably no AI will be afforded any rights.
