the skills-based hiring movement may actually amount to little more than populist virtue signaling
Huh? I think the whole article represents establishment pushback to people not playing their game: university is becoming irrelevant because it's become universal and is more focused on administration than education. It's that "law" about metrics being perverted once you make them a metric. But the administrative class will fight tooth and nail to try and keep their power, so we get article like this.
