There are other drivers of inflation, but they'd likely involve hurting the interests of one group of elites over another - e.g. land owners seeing their asset values and rents slide, industrial magnates watching their profits decline or imperialists being forced to sign peace deals they really don't want to. Wages are a good compromise they can all agree on.
