I don't get why the article is so negative about the idea. Mounted infantry were a thing (rode horses, but dismounted to fight) Most 'war' certainly at that time was marching around. So why not do it more efficiently. Yes sure today we have APCS, trucks etc. But even today there's a need for the infantry to march, so I wouldn't say there's no role for an ebike or something, although, today that role is very niche.
