Thats the onvious interpretation, clued by the word "employees". Headlines don't include every bit of context.
- elicash 3y agoHere they just rewrote a Verge article titled "NYC bans TikTok on city-owned devices" and made it inaccurate. Why they would go out of their way to make the headline they copied from wrong and also slightly LONGER is super weird.
