PowerShell invocation to disable this:
Set-ItemProperty -Path "HKLM:\SYSTEM\CurrentControlSet\Services\W32Time\Config" -Name "UtilizeSslTimeData" -Type DWord -Value 0
Reload using:
W32tm.exe /config /update
