I used to work on big telco billing systems. All possible charges, discounts etc are configured in the billing system (otherwise you wouldn't be able to bill for them!). Doesn't take a genius to work out how easy it would be to list them... As a European looking over the pond, lobbying and this sort of crap have gone too far in the States. I don't know why you all put up with it.
