I'm curious what basis they will use to enforce, or even detect this. A crawler doesn't need to accept nobody's Terms & Conditions, so it's not like they're signing binding civil contracts with everyone who can access/read/download the content. Copyright law doesn't cover this... yet. Can a copyright holder's license dictate terms about what you can do with the content? Perhaps, perhaps, but then we're back to the problem of detection.
