The video doesn't actually explain the title.
As a SC1 and SC2 player, I think the most reasonable analysis to the title is that Blizzard never intended Starcraft 1 to be played with 400+ APM like the Korean Pros were doing.
The speed is just insane. I doubt any SC1 developer even surpassed 200 APM when developing the game.
