Coal dug up, or oil pumped up in one place, ends up burned elsewhere. So it doesn't really matter where. Fossil dug up / pumped up = fossil burned = CO2 emissions = contribution to climate change. So Montana is contributing to climate change, regardless where its coal goes. Dig or pump up fossil, and you're contributing to the problem. Got it?
