Overpriced camera system is ultimately paid for with other peoples' money against their will in such a way that's regulated to more than pay for itself, in spite of any vandalism. Strong incentves for all parties to handle the biggest-ticket items possible in every case in order to increase the cash flow upon which bonuses and other forms of recognition are based. Plus growth prospects uninhibited by many usual business risks. They're expanding fast.
