Thx for that link!
"But remember, it's important to be respectful and relevant in your messages."
Users have indicated their wish using DM settings (or they can if they want). And this tool serves to ignore those wishes?
THAT is disrespectful. It's in the same line as when you meet someone, and the very 1st thing they tell you, is a lie.
Some people just can't take "No" for an answer. :-(
So if I understand correctly, this tool's purpose is to disrespect recipient's wishes. If so: don't complain being banned, ignored, fined or whatever.
If not: explain (in your opinion) legitimate uses. More likely than not, it'll boil down to "spam".

- RetroTechie 3y ago"I was building an outreach Tool for marketing something I believe meant to be TRUE (..)" a) Please describe that "something TRUE"? This wouldn't fall into the category of "I hold belief XYZ, others need help to be enlightened about XYZ", would it? b) It's not hard to imagine abuses of this tool. Please give some examples, and why they would be okay? And: no we won't bother (at least I won't). Your tool appears to have a community-hostile purpose, it's your job to justify its use.
