If you haven't checked it out already, you might want to take a look at Terragrunt[1] which is what I'm using for that purpose. In short, it can take multiple Terraform projects (stacks), track their dependencies, and run them in the correct order. For instance, I have one stack that sets up a bunch of Hetzner Cloud vm instances and creates an RKE cluster on top of 'em, and another stack that uses the k8s provider and creates k8s resources based on the cloud instances, like a MetalLB load balancer.
