I think they would have to add USB-C to old phones based on the EU ruling. As per the ruling, all phones sold after a specific date need to have USB-C based charging. Since Apple usually sells one current model + 2 older models, they will all need to have USB-C based charging. Thus Apple will need to modify them to add USB-C charging.
