I suppose if you used powerful ice breakers, ideally nuclear like the Russians, and escorted ships through in a line, it could work. You couldn’t justify taking them through one by one. This kind of thing requires Canada to have long-term vision and will, things they’ve been lacking politically in the last decade or two, in my opinion.
