Passive cooling plant is not exactly cheap. Most cities are heat islands - they are hotter than surrounding areas because of low albedo. One can increase albedo by using white paint whenever possible. It bugs me that even in hot US cities people care about questionable aesthetics of dark colours more then about mitigation of heat waves.
