The worlds is full of problems, no shortages there, the evolution engine is still churning. however, the problems occur with what is meant by "big" [more quantitative, utilizing science + engineering] or "important" [more qualitative, utilizing humanities]. without a common framework of tools, standards and ways it's hard-to-impossible to agree on the existence of 'the problem' and/or how 'big/important' it is.
