On Windows, I'm fairly happy with the "Pseudo VT320" layout from https://keyboards.jargon-file.org/ https://keyboards.jargon-file.org/ . All added characters and accents are via AltGr dead keys, so it's not in the way of normal programming. It would be nice to have a few more dead key combinations for northern and eastern European accents though.
