I end up working with a lot of factory/plant maintenance personnel, and yeah there's the occasional dropout who's not pulling his weight, but mostly it's super competent people no matter what their responsibility is. In jobs at semiconductor fab places, usually the head of maintenance holds a master's or PhD and still rebuilds turbopumps and blown out ion gauges when needed.
