I know the 8% is a statistic, averaging over lots of users, but it seems dramatically too low.
I have a flexible, remote job (I have have for 11 years of my 13 year career to date). When I think about the cost it would take to poach me for the exact same job, but non-remote, non-flexible it would be a multiple of 4 or 5 (maybe more). So 400% to 500%.
I suspect it's implied that this is for people who were granted temporary WFH status in the peak of the Pandemic...that said I think 8% is wildly undervaluing WFH
