I've had a lot of success using a combination of stylized StableDiffusion models like OccidentalMix (careful, potentially NSFW: https://civitai.com/models/63920/occidentalmix https://civitai.com/models/63920/occidentalmix) and Ditherdragon (https://winterveil.itch.io/ditherdragon https://winterveil.itch.io/ditherdragon) which uses special downscaling algos to turn that into astoundingly good Pixelart.
