I don't think that makes sense. China is communist in name only, and there must be a lot of places where the biggest source of income is tourism. And what happens when the majority of people in a town suddenly lose jobs? They start to ask "What the hell is our government doing, while we're going through this shit?" An economically happy populace is one that's easy to rule over. There is no reason why the CCP should want its people to be upset.
