I assume you need some licensing to operate a telco and other telcos will not accept your traffic without one.
- sobkas 3y agoAll you need is access to SS7/Delimeter, there are people who will grant you that for a price. If you stick to abusing users and do nothing that would anger telecoms you are most of the time free to do what you want.
